Le développement agricole durable : fondements théoriques et éclairages bas-normand

Abstract : In the industrialised countries, intensive and productivist agricultural systems are in crisis. They are leading to a significant reduction in the number of farmers, environmental pollution, degradation of food quality and territorial inequalities that can even destabilise agriculture in the countries of the South. Sustainable development is based on the precautionary principle, respect for nature and the reduction of social inequalities. Within this framework, the essential role of agriculture is to ensure food security in each country or major region of the world, as well as quality food for all human beings. These functions are inseparable from the protection of the environment and the countryside, the maintenance of agricultural employment and the use of the rural environment, in conjunction with all components of society. In Basse-Normandie, farmers are in difficulty due to a lack of adaptation to the dominant model, despite the reputation of its dairy and cider specialities. They live side by side with systems where mass production is of low quality. Based on the region's assets, farmers and non-farmers are already setting up alternatives concerning production, processing and distribution methods, offering quality products, despite the constraints of the CAP. Sustainable agricultural development can only be global. The main obstacles to change are more socio-cultural and political obstacles than technical and economic constraints.
