L’Espace Economique Etendu de la Vallée de la Seine, du Havre à Paris, une Infrastructure critique ?

2022: tenth anniversary of fundamental report (CGDVS, 2012). A lot was done. Intensity and rhythm of extreme climate events growth rapidly. The forthcoming Paris-Seine-Normandy actions are based on the dilemmas of a trade-off between two intensifying asymmetrical proposals. That of the Tragedy of the horizon: economy-finance ultimately affected by climate change; governance driven by short term. That of the Tragedy on the horizon posing the double challenge of the allocation of the means of action, of their availability. Issues, Tragedies to break, encourage considering PSN under a complementary angle to the original dynamics Geo [Politics. Economic]. Some recent actions position the Valley, from Le Havre to Paris, with a natural profile low carbon, in the challenges of the century with their socio-economic thicknesses. Political and socio-economics weights of this configuration are meaningful. Can it be apprehended according to the notions of critical infrastructure, of vital importance? Has doctoral research highlighted this qualification for spatial arrangements in the same vein? This article is a contribution to the development of the understanding of PSN as a critical infrastructure of vital importance.

Les actions Paris-Seine-Normandie à venir reposent sur les dilemmes d'un arbitrage entre deux propositions asymétriques s'intensifiant. Celle de la Tragédie des horizons : économie-finance affectée à terme par le changement climatique ; gouvernance mue par le court terme. Celle de la Tragédie à l'horizon posant le double défi de l'affectation des moyens de l'action, de leurs disponibilités. Enjeux, Tragédies à briser, incitent à considérer PSN sous un angle complémentaire aux dynamiques Géo [Politique. Economique] originelles. Des actions récentes positionnent la Vallée, du Havre à Paris, naturellement bas carbone, dans les enjeux du siècle avec leurs épaisseurs socio-économiques. Les poids politiques, socioéconomiques de cette configuration sont significatifs. Peut-elle être appréhendée selon les notions d'infrastructure critique, d'importance vitale ? La recherche doctorale at -elle mis en évidence cette qualification pour des agencements spatiaux de même veine ? Cet article est une contribution au développement de l'entendement de PSN comme une infrastructure critique d'importance vitale.
