Gouvernements intercommunaux et apprentissage des acteurs locaux

Abstract : French intermunicipal cooperation complicates the local decision. She represents a change in practice and ideology that impacts the government and local governance. It promotes the actors who possess political, technical and territorial competences and relegates the lowest. In this context, the people and "small elect" are invited to make learning, develop competences to participate effectively in local decisions. Also, through the example of Toulouse agglomerations, Rouen and Le Havre, we will see that learning and decision making interpenetrating.
