Electromobility : stakeholders, structuring process. Study from in Haute‐Normandie (France) situation

This article aims to explain the development of the electromobility system for passenger vehicles by linking the European and French regulatory system and its implementation into the regions. It reports on the results of the study Act’Ecomob (for Stakeholders of the EcoMobility), which was carried out from October 2014 to January 2016 by a multidisciplinary team of researchers including lawyers and geographers-developers. To achieve this, a complete regulatory analysis, 17 stakeholder interviews, a workshop and a case study were conducted. With a principle of mirroring between regulatory framework and territorial transposition, this study tries to analyze the network of stakeholders, then focuses on how they integrate (little or not) change, and finally establishes a midpoint review of levers, brakes and possible improvements. This work highlights that the process in progress in Haute-Normandie is similar to the model of translation of change developed in Sociology of Organizations. Moreover, it allows clarifying the pivotal role of local and regional authorities as the final link in the regulatory chain, but also as the current key stakeholder in the sector.

Cet article vise à expliciter le développement du système de l’électromobilité pour les voitures particulières en mettant en lien le dispositif réglementaire (européen et national) et sa transposition en région. Il rend compte des résultats de l’étude Act’Ecomob, pour acteurs de l’écomobilité, réalisée d’octobre 2014 à janvier 2016 par une équipe pluridisciplinaire rassemblant des juristes et des géographes-aménageurs. Pour ce faire, une analyse réglementaire exhaustive, 17 entretiens d’acteurs, un atelier-débat et une étude de cas ont été menés. Avec un principe de mise en miroir entre dispositif réglementaire et transposition territoriale, le texte s’attache à analyser le réseau d’acteurs, puis s’intéresse à la façon dont ces acteurs intègrent (ou peu ou pas) le changement et enfin, établit un bilan d’étape entre leviers, freins et améliorations envisageables. Ce travail met en évidence que le processus en cours en Haute-Normandie s’apparente au modèle de traduction du changement développé en Sociologie des organisations. Par ailleurs, cela permet d’éclairer la place charnière des collectivités territoriales comme maillon terminal de la chaîne réglementaire mais aussi comme acteur-clé actuel du secteur.
